Aging-in-place remodeling in San Diego County: ranch homes and canyon lots, CSLB licensing, the county Home Repair Program, Rebuilding Together, and costs.
Updated 2026-08-11. Reviewed against our editorial standards.

San Diego County had 573,993 residents 65 and over on July 1, 2025, 17.5% of the county, according to the Census Bureau's Vintage 2025 estimates released in June 2026. The homes are postwar single-story ranch houses on a slab in the older neighborhoods, two-story tracts across North County and the inland suburbs, and canyon-rim lots where the front door or the backyard sits at the top of a flight of steps. Any job of $1,000 or more needs a Contractors State License Board (CSLB) license. The projects that come up most are the walk-in shower, grab bars, and the entry.

San Diego by the numbers
- 573,993 residents 65 and over on July 1, 2025, 17.5% of the county (Census Bureau Vintage 2025 county estimates, released June 2026).
- Up 14.9% since 2020 (Census Bureau, Vintage 2025).
- A county Home Repair Program for unincorporated areas and 6 small cities, for households at or below 80% of area median income (County Housing and Community Development Services).

The homes here
Ranch houses on a slab. The entry is 1 or 2 steps, which a threshold ramp or a short ramp solves, and the sliding door to the patio has a track that catches a walker. The bathroom is usually the original one, with a tub to step over. A bathroom safety remodel here means a curbless shower built to CALGreen water limits (showerheads at 1.8 gallons per minute, toilets at 1.28 gallons per flush), a shower valve limited to 120°F, safety glazing and GFCI outlets.
Canyon lots. A house on a canyon rim has exterior stairs that no ramp will replace. Railings on both sides, lighting on every step and, where the drop is short, a vertical platform lift are the fixes. Many canyon edges fall in a Very High Fire Hazard Severity Zone, where a replacement window needs dual panes with a tempered pane or a 20-minute rating.
Two-story North County. In Carlsbad, San Marcos and Escondido the bedrooms are usually upstairs, so the choice is a stair lift now or a main-floor bedroom and bath later.
A mild coast. Patios and pool decks are used year-round and are slick when wet, which is why non-slip flooring at the back door matters as much as it does in the bathroom.
Licensing and permits in San Diego County
California requires a CSLB license for any job of $1,000 or more in labor and materials and for smaller jobs that need a permit or hired helpers. The usual classes are B General Building or B-2 Residential Remodeling, with plumbing (C-36) and electrical (C-10) separate. Check the number at the CSLB's Check a License page or (800) 321-2752: Active status, the $25,000 bond and workers' compensation on file, no open discipline. The down payment on a home improvement contract is capped at $1,000 or 10% of the price, whichever is less.
The City of San Diego and each incorporated city issue their own permits; unincorporated areas go through the county. Replacing or relocating a toilet, sink, tub or shower, altering electrical, or replacing drywall needs a permit; towel bars, mirrors and paint do not. The California page has the state rules in full.
Who pays
Most San Diego families pay directly, with no pre-approval and their choice of contractor; paying out of pocket covers savings, home equity and splitting the cost among siblings. The county Home Repair Program offers loans or grants for health and safety repairs to income-qualified households in unincorporated areas and 6 small cities (a 2026 county notice describes up to $25,000 for ADA and aging-in-place work), and Rebuilding Together San Diego's Safe at Home installs free grab bars, railings and ramps for low-income older homeowners. San Diego has a large veteran community, and the VA's HISA grant pays for medically necessary alterations prescribed by a VA clinician; see VA grants. The county's Area Agency on Aging is Aging and Independence Services, reached through 800-510-2020, and Medi-Cal questions go to the Department of Health Care Services (Medicaid waivers explains what to ask). Accessibility work for a disabled resident is excluded from property reassessment if you file form BOE-63 with the county assessor within 30 days of finishing.
